California DMV app product sense: choose a goal, a user group, an MVP and metrics
Company: Google
Role: Product Manager
Category: Product Design & Strategy
Difficulty: medium
Interview Round: Other
You are a product manager asked to design an app for California's Department of Motor Vehicles (DMV). Decide what the app should accomplish and for whom, propose and prioritize what it does, and explain how you would tell whether it is working.
```hint Follow one errand
Pick one common DMV errand, such as renewing a license or registering a newly bought car, and trace it from the moment the person learns they need it until the finished document is in hand. Mark every point where they get confused, wait, or have to come back.
```
### Clarifying Questions
- Should the app mainly cut office visits and waiting, take load off the phone help line, or make DMV staff more productive?
- Is it for members of the public (drivers, vehicle owners, people who need a state ID), for DMV employees, or both?
- Does it have to be a phone app, or are the existing website and in-office kiosks options too?
- Which transactions can legally be finished remotely, and which still need an in-person visit for things like photos, vision checks or original documents?
### What a Strong Answer Covers
- A goal for the app chosen among alternatives, with how it serves both residents and the agency
- User groups compared and one chosen, with the reason
- Pain points across that group's journey before, during and after a visit, ranked by severity and frequency
- Features weighed on user impact, agency impact and build cost, respecting what must stay in person, and narrowed to a first release
- A primary success metric with guardrails, and the risks particular to a public agency, such as identity proofing and equal access
### Follow-up Questions
- Many DMV tasks depend on proving identity; how would you move more of them into the app without making fraud easier?
- How would you make sure residents without a smartphone, or with limited English, are not worse off after launch?
- If appointment bookings through the app climb but average time in the office does not fall, how would you find out why?
