### Problem
Implement `createHelloWorld()` in JavaScript. Each call must create and return a new function. Whenever that returned function is called, it must return the exact string `"Hello World"`.
The returned function may receive arguments of any type, but its result must not depend on them. It must also work when called with no arguments.
### Invocation Format
First call the factory with no arguments to obtain a function, then call that function with `0..10` arguments. If a fixture represents those arguments as an array named `args`, the invocation is `f(...args)`. The factory itself returns a function, not the greeting string.
### Examples
**Example 1:**
```javascript
const greeting = createHelloWorld();
greeting(); // "Hello World"
greeting(); // "Hello World"
```
Repeated calls produce the same string.
**Example 2:**
```javascript
const greeting = createHelloWorld();
greeting(false, [2, 7], "ignored", undefined); // "Hello World"
```
All four supplied values are ignored. The output has exactly one space between the two words and no extra punctuation.
### Constraints
- Each call to the returned function supplies between `0` and `10` arguments, inclusive.
- Arguments may have any JavaScript type; inputs are not limited to JSON values.
- Each factory call must return a new function, so two separately returned functions have different identities.
- Returning or logging the string directly from the factory does not satisfy the required interface.
### What a Strong Answer Covers
- Return a callable from the factory and return the string from that callable.
- Preserve the exact spelling, capitalization, and spacing of `"Hello World"`.
- Ignore supplied arguments and allocate a new function on every factory call.
### Follow-up Questions
- What would `typeof createHelloWorld()` return for a correct implementation?
- Why would returning one previously created shared function fail the requirement to return a new function?
Overview: Practice JavaScript function factories: create a new callable that ignores its arguments and always returns the exact string Hello World.
